Summary and Interpretation of National and Provincial Dental Medical Policies in 2017

Dental medical industry refers to a medical industry chain based on dental medical consumption, which integrates dental medical services, vocational dental education and training, research, development and production of dental medical equipment, market planning, propaganda, investment, operation and management.

In 2017, the fourth national epidemiological survey data can reflect the high incidence of oral diseases in the Chinese population. Influenced by changes in dietary structure and oral health behavior, the incidence of dental caries among children in China is on the rise, but it is still at a very low level in the world. The average number of caries among 12-year-olds is 0.86, and that of permanent teeth among 12-year-olds is 0.86. The prevalence rate was 34.5%. The utilization of oral health services by parents of children was improved. The oral health of the elderly is better. The number of retained teeth of the aged 65-74 is 22.5. The detection level of odontolith and gingival bleeding in middle-aged people is higher, and the periodontal health needs to be improved.

In order to improve the people's dental health and accelerate the healthy development of the dental industry, China has formulated a series of dental medical policies since 2016.

It is noteworthy that on June 12, 2017, the State Health Planning Commission issued a new notice * on the new Basic Standards for Medical Institutions (Trial Implementation) (hereinafter referred to as 'Standards'), replacing the old version of the 1994 standard. The Standards clearly stipulate the establishment standards of various types of general hospitals and specialized hospitals, including stomatological hospitals.

In addition, the Standard also points out that it is indeed difficult to implement the Standard in a few areas. The health administrative departments of provinces, autonomous regions and municipalities directly under the Central Government may adjust certain indicators according to the actual situation as local standards and report them to the Ministry of Health for approval and implementation after filing. Medical institutions that have not yet been included in this standard may be implemented in accordance with the basic standards of similar medical institutions. The basic standards of ethnic medical hospitals are formulated by the health administrative departments of provinces, autonomous regions and municipalities directly under the Central Government.

From the perspective of the relevant policies of oral medicine issued by the state and various places, there will be three key directions for the development of oral medicine in China in the future.

First, private dental hospitals are facing major development opportunities.

National and local policies have mentioned encouraging social forces to organize specialized hospitals of traditional Chinese medicine, rehabilitation hospitals, nursing centers (stations) and medical institutions for oral diseases, geriatric diseases and chronic diseases. Support social medical institutions to strengthen the construction of key specialties, introduce and cultivate talents, and enhance their academic status.

Secondly, oral health education and prevention will be one of the key contents of chronic disease management.

Many national and local policies mention that we should comprehensively strengthen the education of oral health knowledge and behavior in kindergartens, primary and secondary schools, so as to realize the advance of preventive work, develop and popularize appropriate technologies and support tools for health in special actions for oral health, and enhance the ability of the masses to maintain and promote their own health. Through community health service centers and township hospitals to gradually provide oral prevention and health care services to promote the early detection of chronic diseases, and to integrate oral health examination into routine physical examination; carry out personalized interventions for children and the elderly, increase the intervention of periodontal diseases, dental caries and other common oral diseases, and implement local child care. With oral health care measures such as fluoride and pit and fissure closure, the caries rate of 12-year-old children was controlled within 30% (by 2025), and attention was paid to the guidance and intervention of prevention and treatment of oral diseases in the elderly.

Third, improve the resource allocation and service capacity of dental medical institutions

The latest Basic Standards for Medical Institutions (Trial Implementation) (hereinafter referred to as 'Standards') clearly stipulates the establishment standards of various types of general hospitals and specialized hospitals, including stomatological hospitals. It is of great significance to standardize the establishment of dental medical institutions in China. In addition, a number of policies put forward to speed up the information system construction of stomatological hospitals and all kinds of hospitals at all levels, strengthen industry supervision, improve the service efficiency and service capacity of institutions, and so on.
