Interpretation of the Standard of Oral Health Survey and Examination Method

I. Background and Significance of Standard-setting

Oral disease is a common disease in our country. It has a high prevalence, affects the health of the whole body and the quality of life, and imposes a huge burden on society and economy. It has become an important public health problem. The World Health Organization (WHO) established the Global Oral Database in 1969, which publishes annual reports on global oral disease epidemic trends. The United States, Japan, the United Kingdom, France, Germany, Italy and other developed countries have established a regular system of organizing oral health epidemiological survey. Oral health survey is the main way and means to obtain national oral health information. Oral health survey is used to collect oral health status of different groups of people and understand oral health status of different periods, so as to provide basis for formulating relevant oral public health policies.

There are many methods and scoring criteria for examining oral health. Since 1971, the World Health Organization (WHO) popularized the Basic Method of Oral Health Survey, more than 130 countries and regions have used this standard to investigate and monitor oral health. Data obtained using this method and standard are recorded in the WHO Oral Health Database for international comparison and monitoring. The oral health survey recommended by the World Health Organization (WHO) was updated to Oral Health Surveys: Basic Methods. 5th ed in 2013, which recorded the examination methods and scoring criteria including dental status, periodontal status, fluorosis, oral mucosal status, dental trauma and denture restoration. However, the WHO standards are too rough and many specific contents are not detailed. For example, the manifestations of each abnormal condition in oral mucosa and the contents of **** fillings and temporary fillings in dental condition are not specified in detail. At the same time, the prevalence of some abnormal oral conditions in China is relatively low and the significance of investigation is not significant; the classification of denture restoration status is not consistent. The types of dental prostheses for residents in China at present. Therefore, the criteria recommended by WHO are not completely suitable for the current oral health epidemiological survey in China.

According to the needs of information analysis and the experience accumulated in the Third National Oral Health Epidemiological Survey Report, the contents, instruments, methods and evaluation criteria of tooth arrangement and occlusal abnormalities in the Methods of Oral Health Survey and Examination were formulated after discussion by experts in various fields. According to the relevant contents of Oral Health Surveys: Basic Methods. 4th ed by WHO, the code and recording method were revised and formulated in combination with the suggestions of orthodontic experts; the infection prevention measures in the Method of Oral Health Survey and Examination were discussed and consulted by experts in various fields of oral health. The opinions of the Hospital Symptom Board should be formulated in accordance with the WS/T313-2009 Hand Hygiene Standards for Medical Personnel; the calculation methods of quality control and statistical indicators in the Method of Oral Health Survey and Examination should be combined with the experience accumulated in the Third National Oral Health Epidemiological Survey Report, and the actual situation should be considered comprehensively.
